Before you can setup in-app products inside your app you must fill out your banking & tax information and agree to Apples terms of service which is all done when logging into your App Store Connect
Here you will need to work through your business banking and tax details which informs Apple where to deposit your funds when they start receiving your in-app purchases.
If you have already done this prior because you may have set your app as paid for on download then no changes need to be made here and you can move on to creating in-app products.
